PLAYER REGISTRATION RULES 2010 SEASON

 

Each player must be registered on the on-line system for their respective counties by their County Manager.

The County Manager must complete the profile section of the electronic form in accordance with the guidance laid down by the DSE minimum classification for Paralympics sport. Players with a learning disability must be able to demonstrate that they have a Statement of Special Education Needs or other documents that state that they have an intellectual impairment.

Players are able to register for either their county Hardball squad or the Incrediball squad. This has to be indicated on the on-line system.

If a player registers for the Hardball squad, he may play in one incredible match in any one season. A maximum of two ‘Hardball’ squad players may play in an Incrediball fixture at any one time.

Players may not register for both squads. Should a player be found to have registered for both squads he will be deemed as un-registered.

Players will be unable to change squad registration during any one season ie. if a player registered for the Hardball squad at the begining of a season then he cannot register for or be transferred to the Incrediball squad in the same season

Pre season- to ensure players are eligible to play in the first game of the season registrations should be entered no later than 30th April .

It may not be possible to process registrations received after this date in time for the first game.

Subsequently the registration of all new players must be entered via the on-line system by 10 am on the Wednesday before play commences in the relevant league match for the following weekend. All entries via the on-line system are date and time stamped in the background, therefore the Tournaments Rules Sub Committee will be fully aware of when players are registered.

No player may be registered after 1st August of each season

TRANSFERS
Players are able to move from one county to another, however, this can only happen outside of the season. If a current county player wishes to move from one county to another, he can only do so via a transfer.
A transfer will only be completed when the Registration Secretary has indicated that he has received and approved the completed transfer form.
Players cannot be transferred during the current season.
Any player wishing to transfer from one county to another must have discharged all financial and other obligations to his former County.
Until the Registration Secretary has received in writing from the transferring county that the player has discharged all financial and other obligations from his former county, then the transfer cannot proceed.

PENALTIES FOR PLAYING AN UNREGISTERED PLAYER

If a club plays an unregistered player, the club will lose all the points gained in the match in question. This also applies if the quota of Hardball players is exceeded during a game, or if an individual hardball player exceeds his limit in a season.

If a club is found guilty of attempting to hide the playing of an unregistered player by using the name of a registered player, the club will, in addition to losing all the points gained, have a further 25 points deducted.

If a club is guilty of playing an unregistered player more than once in a season the Disciplinary and Complaints Sub-Committee may in addition to deducting all the points gained apply further sanctions.

PRIORITY

Any player selected for an ECB / BACD XI Representative match who does not make himself available will not be eligible to play in a BACD County match scheduled for the same day unless approval is received from the BACD Committee.

APPEALS

Appeals will be heard for registration anomalies as previously described above and, in the first instance against players where appeals have been lodged with regard to the players eligibility based on classification profiles.

Should an appeal be lodged for a player classification issue, the player must be willing to undergo a fully BACD costed profile review with a BACD Appointed professional profiler, whose decision will be final. Should the review fall in favour of the player (which may result in a re-classification that falls within the scope of the rules), then the player will be able to continue to play, however, should the review not fall in favour of the player, then he will not be able to play in the future in the county championship.

Appeals of this nature should be lodged, in the first place, with the Registration Secretary, in writing. Once an appeal has been officially lodged with the BACD Executive committee, the player in question will not be able to play a county match, unless expressly authorised by the Disciplinary and Complaints sub-committee, until the profile review has been held and the process completed.

The process and time-scales for dealing with registration matters and appeals will be as defined for disciplinary matters i.e. Disciplinary and Complaints Sub-Committee will deal with the original issue.
Appeals Panel appointed by the Management Committee will handle any appeal, whose decision is final.

By being registered via the on-line system as a player it is implied that the player has agreed to abide by these rules and will follow the code of conduct detailed elsewhere on this website.
